Applicants must now prove they have not spent more than 365 consecutive days outside of Paraguay during their temporary residency period.   • Tax Residents: Maintaining an active Tax ID (RUC) through monthly VAT filings remains a requirement for those seeking to leverage Paraguay’s territorial tax benefits.

Navigating the Application Process

The window to apply for permanent status opens between the 21st and 24th month of your temporary residency. The government uses an official "movimiento migratorio" report to track every entry and exit, so there is no room for error regarding the 365-day rule.

Expect to pay between $1,500 and $2,500 in legal fees for the initial temporary residency, with processing times ranging from two to six months. You will need apostilled birth certificates and police clearances from your home country, along with a health certificate issued locally in Paraguay.
