Paraguay has officially revoked its long-standing visa-free entry policy for Venezuelan citizens, citing national security concerns and regional political shifts. This change repeals a 1996 decree that previously allowed Venezuelans to visit the country for up to 60 days without a visa.
The policy shift follows a total severance of diplomatic relations between the two nations. Venezuelan travelers must now obtain a consular visa affixed to their passport before arriving at any Paraguayan port of entry.
Who is affected by the change
The new mandate applies to all Venezuelan passport holders, regardless of their reason for travel. This includes:
- Digital nomads and tourists
- Business travelers and technical consultants
- Individuals in transit through Paraguayan airports
- Participants in academic, religious, or sporting events
Venezuelans who already hold permanent or temporary residence permits in Paraguay, or those with official refugee status, are exempt from this requirement. Dual nationals may still enter visa-free if they carry a passport from a different, visa-exempt country.
How to apply for entry
The application process is now entirely digital through Paraguay’s Ministry of Foreign Affairs portal. Travelers should submit their applications at least 30 days before their intended departure.
Applicants are required to provide proof of economic solvency, a legalized police record from their country of residence, and a full travel itinerary. Once the online portion is reviewed, an in-person or remote interview is required before the visa is issued. There are currently no options for visas-on-arrival, so advanced planning is mandatory for anyone monitoring nomad news in the region.
