Israel Extends Foreign Passport Entry Rules for Dual Citizens

The Israeli Interior Ministry has extended a policy allowing dual citizens to enter and exit the country using their foreign passports instead of an Israeli one. This accommodation, now valid until September 30, 2026, simplifies travel for dual nationals facing delays in passport issuance or renewals.

Israel Extends Foreign Passport Entry Rules for Dual Citizens

Dual Israeli citizens can continue using their foreign passports to enter and exit the country through September 30, 2026. This extension follows a decision by the Population and Immigration Authority (PIBA) to address persistent backlogs at consulates and government offices that have made renewing Israeli travel documents difficult for those living abroad.

The policy was originally a temporary fix during the pandemic, but it has been renewed multiple times to accommodate the high demand for services. This latest update provides a significant buffer for travelers who have been unable to secure appointments for new Israeli passports.

Who is affected

This rule applies specifically to dual nationals who hold Israeli citizenship alongside another nationality. It is particularly helpful for:

  • Digital nomads and expats living outside Israel who cannot easily visit a consulate.
  • Frequent travelers who need to bypass long wait times for document issuance.
  • Israeli citizens currently abroad whose Israeli passports have expired.

Tourists who do not hold Israeli citizenship are not affected by this specific rule and must continue to follow standard entry requirements and visa updates including the ETA-IL system where applicable.

What you need to do

If you are a dual citizen planning to travel, you can use your valid foreign passport at Israeli border control and airports. While the process is straightforward, keep these practical steps in mind:

  • Carry proof of your Israeli citizenship, such as an expired Israeli passport or your Israeli ID number (Teudat Zehut).
  • Check with your airline before heading to the airport; some carriers have specific boarding protocols for dual nationals using foreign documents.
  • Ensure your foreign passport remains valid for at least six months beyond your date of entry.

While this extension offers relief for the next several months, the government still encourages citizens to renew their Israeli passports when possible, as this remains a temporary measure.
