The Dutch government is preparing for the conclusion of the EU Temporary Protection Directive (TPD) on March 4, 2027. To provide stability for the 135,000 displaced Ukrainians currently living in the country, the Immigration and Naturalisation Service (IND) will automatically issue a three-year transition document. This permit will be valid until March 2030, allowing holders to remain in the Netherlands legally after the EU-wide protection expires.

The policy aims to bridge the gap between emergency protection and the long-term reconstruction of Ukraine. This transition document preserves existing rights, meaning holders can continue to work without a separate permit, access health insurance, and enroll in education at lower fee rates. However, the government has clarified that this is not a guaranteed path to permanent residency, as the focus remains on voluntary return to Ukraine once the permit expires in 2030.

Who is affected

This change specifically impacts Ukrainian nationals and their family members who hold valid TPD status as of March 4, 2027. It does not apply to:

  • Third-country nationals with temporary Ukrainian permits, who lost eligibility in 2025.
  • New arrivals reaching the Netherlands after March 2027, who must enter the standard asylum system.
  • Standard digital nomads, tourists, or expats on regular work visas.

Practical steps for holders

The IND plans to handle the transition automatically to minimize administrative hurdles. Current TPD holders should ensure they are registered digitally via MijnOverheid to receive official updates. To receive the document, individuals must:

  • Maintain valid TPD status until the 2027 cutoff.
  • Pass a standard public order and security check.
  • Withdraw any pending asylum applications when prompted by the IND.
