Vietnam Updates Residential Property Tracking with Electronic IDs
The introduction of unique ID codes for residential units is set to professionalize the rental market and enhance regulatory monitoring of foreign property ownership in Vietnam.
Vietnam Updates Residential Property Tracking with Electronic IDs
Vietnam has officially updated its real estate oversight by implementing a national system of unique electronic identification codes for all residential properties. Under Decree 357/2025/ND-CP, every house, apartment, and land plot is being assigned an alphanumeric code up to 40 characters long. This centralized database, managed by the Ministry of Construction, tracks the legal status, transaction history, and ownership details of every property in the country.
While this system does not replace the traditional "Red Book" land use certificates, it creates a transparent digital trail. The goal is to standardize data across tax and finance agencies, reducing fraud and streamlining digital services for banks and notaries.
Who is affected
This change primarily impacts the rental and investment markets in popular hubs like Da Nang and Ho Chi Minh City.
- Digital Nomads: You will likely see more regulated rental listings. Traceable IDs help verify that a landlord actually owns the unit, which can prevent common rental scams.
- Expats: Foreign owners, who are limited to 30% of apartments in a given project, will face closer monitoring of their transactions and ownership limits through the national database.
- Developers and Brokers: They are now required to declare property data and obtain codes before units can be legally sold or leased.
What to do
For most nomads and renters, there are no direct fees or applications to worry about. The codes are generated automatically by the government.
If you are signing a long-term lease or purchasing property, you should ask for the property’s electronic ID. You can use this code to verify the legal standing of the home through local land offices or notaries. This ensures the property is registered and the person listing it has the right to do so.
