Portugal has shifted its strategy for attracting international talent by replacing the well-known Non-Habitual Resident (NHR) program with the Tax Incentive for Scientific Research and Innovation (IFICI). Often referred to as NHR 2.0, this regime offers a 20% flat tax rate on eligible Portuguese income for a period of 10 non-renewable years. While it maintains exemptions on most foreign-sourced income, it specifically excludes pensions, which are now subject to standard progressive rates.
This policy primarily affects highly qualified professionals in specific sectors. To qualify, your work must fall under categories like scientific research, higher education, IT, engineering, or medicine. It also covers roles in certified startups and certain industries in the Azores and Madeira. For digital nomads in non-eligible fields or retirees, the loss of the original NHR means facing Portugal's standard tax brackets, which can reach up to 48%.
Requirements and Application Process
To be eligible for the IFICI, you must not have been a Portuguese tax resident at any point during the prior five years. Once you establish residency by spending more than 183 days in the country or maintaining a habitual home, you can begin the application process.
- Obtain your NIF (tax identification number) and register on the Portal das Finanças.
- Submit your application via the Tax Authority (AT) platform by January 15 of the year following your arrival.
- Ensure your professional activity is certified by the Foundation for Science and Technology (FCT).
