Rwanda is transitioning all residents to a new biometric-based electronic ID system as part of the Rwanda Digital Acceleration Project. This digital identification is now a requirement for maintaining legal residency and accessing local services like banking and government portals. The initiative, funded by the World Bank, has already seen over 1.5 million enrollments across the country.
Who needs to register
The mandate applies to all non-Rwandan nationals currently living in the country. This includes:
- Digital nomads on long-term permits
- Expats and foreign employees
- Refugees and asylum seekers
- Children under 16 (who must be accompanied by a parent)
Short-term tourists on visas lasting less than six months are currently exempt from this registration. If you are in Kigali on a standard tourist visa, you do not need to take action yet.
How the process works
Registration requires a visit to a designated sector office or the DGIE headquarters in Kacyiru. You will need to provide biometrics, including fingerprints and iris scans, and have a digital photo taken. Ensure you bring your valid passport, current residence permit, and your previous foreigner ID card if you have one.
While the initial drive in the capital concluded in mid-February, those who missed the window should contact the Directorate General of Immigration and Emigration immediately. Maintaining an active digital ID is likely to be a prerequisite for any future permit renewals or nomad news updates regarding residency status. There is typically a small fee of 5,000 RWF associated with foreigner ID applications via the Irembo platform.
