Hong Kong Updates Kiosk Services for Identity Card Replacements
Hong Kong’s Immigration Department recently expanded its self-service kiosk capabilities to allow for appointment-free identity card replacements. Effective March 23, 2026, eligible residents and expats can use Personal Documentation Submission Kiosks (PDSKs) to replace lost identity cards. This move builds on the existing system that already handles adult identity card conversions and permanent residency applications.
The update significantly cuts down on administrative friction for the nomad community. Instead of waiting weeks for a scheduled appointment, users can now walk into the Immigration Headquarters and complete the entire process through an automated interface. These kiosks also support simultaneous applications for HKSAR passports, allowing for a "one-stop" experience that uses a single set of biometric data.
Who can use the kiosks
The expanded service is available to Hong Kong residents and expats aged 18 or above. Specifically, you can use these kiosks if you:
- Need to replace a lost, defaced, or damaged identity card.
- Are reaching age 18 and must apply for an adult identity card.
- Have verified your eligibility for a permanent identity card.
- Are a permanent identity card holder applying for or renewing a passport.
How the process works
The kiosks are located on the 3rd floor of the Administration Tower at the Immigration Headquarters in Tseung Kwan O. To use them, you simply insert your current card or acknowledgement receipt and follow the on-screen prompts for fingerprint verification and photo capture.
The system accepts payments via Octopus card or EPS. Once submitted, applications typically take 5 working days to process. The kiosks are accessible Monday through Friday from 8:45 AM to 4:30 PM, and Saturday mornings until 11:30 AM.
